Who should control the decisions influencing the educational process?Should schools follow society or lead it ?

I think , the role of school is to strike a balance between safeguarding the cultural identity and preparing citizens to meet changes within the country and at regional and international levels; to provide basic skills; to prepare citizens to meet technological advancements; and to prepare students for practical life and that could lead to changes if the out come (the educated person) of schools were qualified and well prepared enough to make that changes. Now who should control the decisions influencing the educational process? The answer is as we always wondering ';what was first the egg or the hen?'; Schools are small society get their information, curriculum, cultures,ideology form the society who is comprised of organized voluntary educated people for religious, cultural, scientific, political, patriotic, who designs and paves the way to school to create a generation who will participate to build the society. Thus schools should follow society and leads it toward changes. Finally schools can't be separate form the main sources (the society) which control the decisions influencing the educational process. Who should control the decisions influencing the educational process?Should schools follow society or lead it ?
Schools should simply expound information. Not set societal standards, nor follow societal standards. They should be repositories of knowledge, not brainwashing the way they are now.
