Any type of food processing would be handled by the FDA. There are countless regulations that would need to be followed depending on the types of food that you're making. There are regs that control everything from testing, cleaning, employee training, paper records, and just about everything you can think of. Your manufacturing facility will be regulated by the FDA. You'll also be subject to periodic inspections in regards to product quality to to make sure that you're facility to following regulations. One place to get started would be the FDA's website. I work for a drug manufacturer and we are FDA regulated. Our requirements are slightly different from food regulations in some cases but a lot of the same things overlap.
